Because it hurts. I might not have been here from the beginning, even left for periods of time, maybe not read as many stories as I could have.
But I still read, voted, argued my votes, waited anxiously for updates, read some stretch of story over and over again
while waiting anxiously for updates. Shit, it even prompted me to write, which is something I wouldn't have done in a million years if not for this place. I actually have more of emotional connection with this site and its stories than most things in my life I can think of, and I know I'm not supposed to actually care about anything on the internet but fuck that. So you know, I go ahead and enter #THP because I'm interested in touhou stories, and what do I see?
The same bunch of people that wrote those stories I enjoyed, and none of them seem to have any interest in any of that anymore. But they're still hanging around the chat connected to it for no reason at all. So I get to sit there and watch these guys sit around and jack each other off about the latest video game or giant robots or whatever, clearly not intent on involving themselves with touhou or writing ever again, not even to read it, or worse,
brag and joke about how they haven't even opened the site in x months like it's a competition.
We all know the site is slowly dying, and its format and content are unique enough that I have scarce hope of ever seeing anything quite like it after Teruyo finally figures it's not worth the server bill anymore and shuts it down. And some of the few people that could have any hope of revitalizing it couldn't give a drop of piss about it. Yet they're still around, I guess to rub salt in the wound.
I should probably just leave the place and stop torturing myself like this, but there's those glimpses of hope, you know? when there's a 5 minute convo about some story or some writing thing before it's bulldozed by the latest anime thing.
Man. I just don't know anymore.

Second, how much time do you spend on the IRC yourself? Do you participate in the conversations? If you just sit there and watch, you should have seen that we are a fairly close knit community and we try to have fun with each other. Third, next time you say that the site is dying just think that you could be trying to do something other than whining. Sure, you say that you are writing, but how often do you update? If we have people updating, even if it's erratic, then we will have readers. Writers inspire readers, readers can tell their friends, friends can become readers and in turn writers. If you're too embarrassed to tell your friends that you're writing Magical Girl Fanfiction then don't complain about the site being "slow" or "dying" because you aren't making an effort to get more people here.
Fourth, I realize that it is a "Touhou Dedicated Channel" but that doesn't mean we have to talk about it 24/7. Shit gets old after a while. Think about how many "active" stories there are and then compare to how many people are on the IRC. It only takes so long for people to run out of things to say about a story they may or may not be interested in.

So I really can't speak for the main #THP, I connect but never actually go in there to look at what they're talking about, it goes by too fast for me, but #touhouporn is legitimately stronk. People who actually write and create content, and we talk about a lot of lewd touhou shit. Regularly.
Not always, of course, sometimes DOTA or whatever is king, but nobody minds because before it has a chance to get old we're back to it.
The site sure doesn't feel like it's dying if you visit /at/ and #touhouporn and see the writers actually, you know, writing.

I'd like to point out an analogue in Dieter Bohlen from Germany's "America's got talent". He finds the harshest words for people that can't sing, destroying their dreams almost instantly, but for a good cause. The music industry, much like writing, is a very hard business to succeed in if the right people on top don't find you good enough.
Dieter said that he might have had technical talent, but his voice sounds awful unless he's falsetto. He was lucky to find someone pretty, Thomas Anders, who could only perform five tones well. Together they were two shitty singers, backed by catchy music, but at least they knew what they were good at: one at falsetto, the other at five tones in mid-range. Together they were Modern Talking, the most popular German act since the Nazi party.
They were only successful because they knew themselves well and got lucky. Those young people with mediocre talent and nothing else to stand out from the rest, though, they won't make the break.
tl;dr - harsh criticism usually hides good intentions, but that's the good impoliteness, most are already aware of that.
Second, the problem with writers not coming out to write is mostly performance anxiety. I know I have it, I can't write a single thing without fearing that it'll be a bunch of crap. Whenever I overcome that fear, I actually wrote, but then I lacked the persistence to keep going, for one reason or another.
Once I wrote myself into an imaginary dead end because I didn't know to write and pace a freaking birthday party. Next I got bombarded by anon in a fresh story, one persisted that my character was a Mary Sue, I couldn't defend it with anything, he'd just tear my arguments a new ass and turn them against me.
The wish to write remains. I've got ten story concepts in different stages of planning, some are just beginnings and endings without a proper middle, others are reconstructions of older stories that range from 150 to 1200 pages, one is a proper high school year dissected into sections with all possible ideas surrounding events. I made the latter for a possible Neo-GH, not that I have the guts to try that kind of stunt.

Hungry Youkai, one of the most prolific writers from the elder days of the site to relatively recently. He was one of the first to actually finish a story.
Retrospective and Astronomical Narration, a well liked story with a modern mafia type premise. The writer had it removed from the archive for some reason, but a few people still have the story in a downloadable form.
A Wizard is You, a Dungeons and Dragons crossover thing that became a hell of shitstorms and bitching. The story is now dead.
You could learn the answers to most of your questions by simply reading archived stories, checking the boards, and possibly visiting IRC. The site is perfectly fine if you simply read the rules, have coherent typing, and don't go around causing problems.
